The third meeting in our Technical Committee Meeting series was held at Outapi, Omusati region on August 11th, 2016. The Outapi meeting was attended by different regional, local and traditional authorities, as well as representatives from NAMPOL, Road Authority (RA) and the manager of the Okathitu Bike Shop.

Representatives from Ministry of Urban and Rural Development (MURD) as well as Ministry of Works and Transport welcomed the participants and expressed their support for the draft Sustainable Transport Master Plan for Ohangwena, Omusati, Oshana and Oshikoto. The representative from MURD advised people to provide their inputs in the presentation as it is very important to make sure that all the respective regional issues are reflected in the draft Master Plan.

As in the previous meetings, the same presentation on the content of the draft Master Plan was held including the topics of regional transport, non-motorized transport (NMT), the challenges of remote rural transport, as well as the cross cutting issues of road safety and environment.

In the following discussion, the GOPA consultants explained that the NMT was not part of the RA road construction standards although some new roads have a paved side walk for bicycles and pedestrians and that indeed, NMT should become part of the design standards of the RA.


MWT closed the meeting and informed the stakeholders that they have heard the presentation of a draft and request the stakeholders to give their inputs and comments which will be send to the steering committee that is comprised of the PS and chief executive officer in the regional offices. That meeting will take place on the 8th of September when the draft is finalized for them to approve it and become a legal document for the Transport Master Plan.
